Average would be pretty meaningless - since it would include house trailers, mansions, etc. you can get some ballpark numbers in the Home > HVAC link under Browse Projects, at lower left. These days, around $2000-3000 is pretty much bare minimum to replace a central (as opposed to window) A/C unit, and up from there. For a normal sized condo in your area, I would guess budgeting around $3000-4000 should put you in the ballpark for a run-of-the-mill unit - not high-efficiency or best brands necessarily.

As far as location - above a heat-producing device like a water heater does not sound like a very good place for it to be - and I am not at all sure that is even legal. Certainly it much be an electric water heater for it to even fit there.

To find vendors Search the List under the Heating and A/C category to find well-rated and reviewed HVAC contractors, and of course get several bids for comparable units to compare.
