What is average cost per square foot to build a deck?

Assumptions: Located in Raleigh, NC, standard pine decking is used and height is less than 3' off the ground.

I would question using pine for decking - you are asking for well less than a 10 year life probably. For a dollar a square foot more or so you can upgrade that to copper treated wood (which can be stained darker than the green it comes) that should last 25 or more years.

For a plain jane deck less than 3 feet off the ground with no railing or stairs - just a few steps at one point - $10-20/SF is your likely cost (commonly around $15), assuming support on surface-laid piers or pads, without rigid connection to the house.
