My guess, especially if this is a change of condition rather than poor operation from day one, is that it is not the toilet that is at fault - it is more likely a partial blockage in the sewer pipes.

A replacement (not including the toilet itself, which can run around $100 on up to thousands) typically runs about $100-175 depending on local labor costs - generally the minimum service charge for a Plumber - assuming the mounting flange is intact and is not corroded out.
