What is the difference between filing a complaint on Angie's List and just giving a bad review?

I guess I'm really asking if there is a complaint process. We are new to Angie's list.

There is a complaint resolution process that can be started after a review has been left. You'll want to first leave the review, then contact our customer service department. You can read more about he complaint resolution process here:

A review is posted for other members to read, and contributes to the overall rating of that vendor or contractor. No further action is taken unless the vendor or contractor objects to the review aor asks for mediation over it, in which Angie's List may contact you.

The dispute resolution process is when you (or the contractor) asks Angie's List to get involved in trying to resolve a dispute or complaint. See the info page Kiel provided in his answer.
