What is the best way to dispose of or recycle a broken outdoor gas grill (not including the propane tank)?

In most areas if you leave it by the curb it will be gone by morning by those who collect scrap metal. A near by town has been thinking of passing a law that prohibits people from taking scrap left out for town pick up because the say they need the money! That is how quickly it dissapears.

Your town may also have a drop off site.

Other ways - drop off at metal recycling center, at dump on free annual cleanup dump day, or cut into pieces with sawzall (if not stainless) o cut and pound to smaller pieces with sledgehammer and put in regular trash cans/dumpster over the course of several weeks.
