For ballpark cost info you can find a lot of prior responses to that question in the Home > Painting link at lower left.

For return on investment, obviously depends on condition of the existing house, the existing colors, and how high-end the house is and how it compares to others in the neighborhood. For a run-down house in a poor neighborhood it might not help much, if your paint is purple and orange and peeling in Beverly Hills, I would guess you might get a 100% ROI or more. Ask your Realtor about what a street appearance upgrade would do for your house - certainly if it is in poor shape or odd color it might well pay of far more than 100%, not only in sale price but also in less carrying costs as it sits on the market vacant awaiting a buyer if buyer after buyer is turned away by the current appearance.
