What is the going rate fore a personal asstant

If you are talking basically housekeeping chores (in which case you are looking more for a housekeeping or House Cleaning person, which is what your description sounds like to me) probably about $10-15/hr in most places - up to $20 for highly experienced person or cooking also.

If you mean a true personal assistant - basically keeping track of correspondence, answering phone, errand running, etc - $10-15 for entry level, around 20 plus or minus $5 for experienced secretary type, on up to over $100/hr for a very highly experienced executive assistant who basically runs the place for an executive.

Be cautious about whether you are using an independent contractor or getting inot an employment situation here, with all the attendant tax and withholding and reporting and worker's comp and health insurance issues.
