What causes sewer line backing up into furnace vents under house

There is foul smelling water filling up the furnace vents under the house. The furnace made a sloshing sound when it was blowing air. A plumber removed the furnace from the basement floor, and saw the water in the vents, at least a foot high. Someone used a shop vac and sucked out at least ten buckets of water, but it came back. Another plumber snaked out the sanitary line and the water in the vents went down a little, but it is still here. What is causing it? Will the vents need to be sanitized? How is this done?
