Cost depends on your job specifics of course, and assumes no rotten wood to be replaced first, which commonly costs from $3-10/LF if needed depending on details and difficulty of removing.

I have never heard a different cost for ground level and second story - most fascia wrapping is 15-25 feet off the ground (second story roof) so I think they would just be a bit thankful but no cheaper for low roof edges. Probably using the same ladder to do it.

Ballpark cost - $2.50-5.00/LF with field-formed prepainted aluminum - lower end easy access no gutters, higher end tougher access or gutters to work around. Steel more like $5-10/SF depending on same factors - stainless and copper at or above $10/LF.

Specialty metal wrapping contractors, Gutter, and Siding contractors commonly do this.
