Whirlpool hot water heater pilot light lit, but burner not igniting.

Whirlpool electronic ignition. Pilot light comes on and the status light is heartbeat- no error. But the burner will not fire up. Is this a thermocouple issue or control valve?

Could be (commonly go out every 3-5 years or so), or could be a bad sensor, or gas valve not working right (or not turned all the way on - try turning to PILOT and then back to normal setting).
