Who’s responsible for gas line damage?

A friend and I were putting up a fence on his property and he said he called utility’s and pulled permits. After the gas line was hit I was no longer his friend and now labeled as a contractor even tho we were both installing the fence. The tech that came out informed me who ever fills out the paperwork is getting the bill so I left. Now I have a bill in my name and gas company threatening to take me to court for the damage if I don’t pay them. Is the homeowner responsible and does this make me a contractor or the friend was going to pay me and never did and now won’t since I didn’t help finish the fence
