Who can help me get rid of Canadian Thistles in my lawn, garden an on a neighbor's mound?

The neighbor's mound has been growing these unsightly thistles. I've tried pulling them, digging them out, using a vegetation killer and am now using a spray bottle to squirt each weed with.
I want to get rid of these weeds for good!

Roundup Ultra will do the job - takes several treatments till the plant no longer puts up volunteer leaves. if near vegetation you want to save, shiled with a "bib" which spraying, or apply with a paintbrush to the leaves.

Unfortunately, they establish a nasty root structure which is basically impractical to dig out, so you will get regrowth from the outlying roots for ashile - you just have to keep hitting the leaves as soon as they pop up, for up to a year.
