Why does my 2nd floor shower lose pressure when 1st floor or basement floor shower or sink is turned on ?

This is a 3 unit apt building. Every time we try to shower we have to make sure the other tenants below or above us are not using the sink to wash dishes or if they aren’t trying to shower themselves. The water pressure is fine when no one else is using it. It’s only a problem when someone else is using at the same time. This problem is only for the showers. Sinks all work fine when used on all floors.
