Why does Angie's List allow contractors to continue to offer Big Deals & BuyNow when they have awful reviews?

It seems there are many contractors that offer the Big Deals they either - can't manage due to quantity or current workload, or have no intention of honoring the deal as is, but rather as a Bait and Switch. Angie's List guarantees a Rapid Connect, but nothing more. Why wouldn't Angie's List require, as a part of the deal, an initial contact visit with 1/2 down then the other 1/2 when finished. Common Sense 101 says don't pay for something until you have received the services or goods. There seems to be many instances of contractors not responding for weeks, or jacking up the price once on site, or finding some way to provide less service.Yet, the homeowner has paid in full for the Big Deal & must go through a dispute process for a refund or in some instances, feel trapped because they have invested a money in the Big Deal and therefore are at the mercy of a less than forthcoming contractor. Because of this, I will not be renewing my membership; two years is enough for me.
