Why don't non angie's list customer reviews and points go towards a business?

I have a customer who is not internet friendly due to her age so she had her daughter help send in a review (via mail) and i find out that her review does not count. I think all reviews and points should count especially since the customers took the time to do a review on a company (good or bad). It is all about finding out about a company, how good/bad they are, how they treat the customers, and if the customer was satisfied about the work that was done. That is all the matters.. right? Is their a way a business can give a customer a gift card from angie's list so they can set up the account and the review good/bad count?

Specifically, non-member reviews are covered here. If the non-member later becomes a member, that review is converted into a member review and will be factored into the grade.

You cannot purchase a gift membership for someone to review your business, as it could create an unfair influence over the review content.
