Why does the water turn cold faster in one shower?

I rent a home with three showers on three floors. The shower in the basement, where the water heater is, turns cold over time, not quite long enough to take a shower. We thought it was from multiple pulls on the hot water, draining the water heater, but it happens even when that's the first shower used in the day. We thought it was the water heater, but both elements checked out and it doesn't affect any other shower or faucet. Why would one shower "run out of" hot water when none of the others do and everything else works fine?
