can I make a complaint about a merchant who is not listed on Angie's list

Sure - go to Write A Review at the right end of the green banner bar, andif whenyou put the company/store name into the search box it does not come up, then go to the button - oh, what is it called - Add A Provider I believe, or something like that. You then put in the vendor company name, number, address, category, whatever you have - and after you have created a listing for that new provider, then you can enter your review - setting up the new provider listing is not lengthy - AL then contacts them to fill in most of the other data about the vendor.

I would think that you could make a complaint to your local Better Business Bureau. Or make a complaint to both the local Better Business Bureau and to Angies List as suggested by the first answer to this question.
