Maybe, maybe not, why take the chance?

Hire a licensed contractor, not likely to have a serious issue, and if so they are probably properly insured for their mistake.

A good handyman should be able to install light fixtures, receptacles, switches, faucets and tiolets. Beyond that, you should contact and electrician or plumber.

Also, a good handyman knows an electrician and plumber who can bail him out when he gets in over his head.
