can you use oven cleaner on a glass cook top?

Not unless you want to remove the pot rings on the glass andmaybe damage the coating on the glass - and possibly damage any adjacent finish on the frame which you touch with it. You need to use proper glasstop cleaner like this -

Available at pretty much all appliance and box stores (normally in appliance area but sometimes in cleaners), some grocery stores, appliance repair part stores, and many places online.

For real hard things like baked-on sugar or burnt-on spillage, soak first with a washcloth with a bit of liquid dish soap on it and hot water - partly wrung out so it does not pool, just leave sitting on the baked on material like a poultice for 1/2 hour or so, then use a plastic or rubber spatula to try to scrape/pop the worst of it off (without pushing down hard on the glass, of course), then use the glasstop cleaner to polish off the last remants.
