I wouldn't recommend using just plain paint. I suppose in theory you could paint them with the right paint and prep work but it'll take longer and maybe even cost more than just installing a new top. Since it's in a bathrom I doubt it's that large. It's very simple to do and will be a lot better in quality. A nice 4' piece of laminate counter top can be bought for under $50, under $40 for something a bit more plain.

There is a counter top resurfacing kit sold at the big box home improvement stores that goes on like paint but is a much heavier duty epoxy. It works well but I've noticed the new surface chips easier than the original surface. It should be fine in a cathroom and is popular in rentals where the tenants are going to tear everything up anyway. There are a couple of brands but I think the most common one out right now is made by Rustoleum.
