can a popcorn condo ceiling be soundproofed?

I live in a condo (Hollywood FL) and I can hear all noises coming from upstairs, neighbors won't cooperate. So I have to find the solution. The ceiling is all popcorn and it feels like is glued directly to the concrete slab. Is anything that I can do to solve this problem?

Sure - can be done with spray-on soundproofing, by scraping it off and replacing with a soundproofing built-up ceiling, or with a sound insulated suspended ceiling below the existing one (though of course that takes away an additional few inches of headroom).

If the amount of noise they are makiing is truly unusual, I would be complaining to the condo association management to have THEM put pressure on the people to quiet down or move out.

I would say you need to google for soundproofing specialty companies in your area (not an Angies List category) then cross-check those names on Agies List by company name to see if they have any reviews. Soundproofing or Acoustic Insulation would be the normal google search phrases for this.
