can room be insulated after its completion without tearing out walls

Here is a previous similar question with answer FYI. Course, foam-in-place is better done before the drywall is put up, but with some nominal (1-3") holes in it can be foamed afterwards, then the holes patched and repainted (commonly means repainting entire wall(s) to get anything like a match.
