can i tile over Mosaic tile floor

I have shower floor with Mosaic tiles but there is a dip about 8" and the water flow is not good. so can I re-tile over Mosaic floor?

I would not - because your mortar bed bond will not be good and might pop loose and crack up, and if there is any leakage it will travel along the interface - likely to somewhere you don't want it. Not that tough to chisel up tile, especially if you have/rent an impact hammer - though for a shower floor a heavy hammer and 4" cold chisel should do the job in less than an hour.
