If you mean to have carpet restretched - here is a response to that with several links to related previous questions with answers -

If you mean a carpet stretcher for DIY work - a knee kicker or knee bumper is about $40-70 at home improvement stores, Amazon, Harbor Freight, etc. A Carpet Stretcher bar (extension bar) runs about the same range same places for a single stretcher bar unit - or about $300-500 for a professional kit (which you can sometimes rent). For many carpets with a fairly flexible backing just a knee kicker works fine - for carpets with a very rigid or hard nylon mesh backing a stretcher bar with hydraulic pump action is needed to really get it tight.

Read/watch video on how to use and how to work slack out across the room - and don't hook the "front" end in within a foot or less of the carpet edge or it can tear through the carpet and leave you with a nasty "run" or hole. Also - goes a LOT faster with two people or with a couple of sandbags filled with clean washed gravel to hold the stretching gains in place while moving to the next zone to stretch, especially when just starting out so you only have a small section secured at the tack strip.
