Pressure washing (1000-1500 psi home unit is good) after soaking with laundry detergent soap for 15 minutes or so works well - as does soaking then scrubbing with stiff contractor's broom or horse scrub brush. THen let dry THOROUGHLY before putting on concrete and stone sealer.
