Sounds like you first need a termite treatment by a pest control company - because you do NOT want to be doing construction where there are termites - even if you could find a contractor who would work in those conditions, if you destroy or disturb their colonies they spread out and form new ones elsewhere in the house - commonly mulitple ones out of one disturbed colony, especially if you kill the queen.

Then sound like you may need a structural Engineer to assess the damge and needed repairs - termite treatment person should be able to tell you if the termites got into the structural members or just the fascia/gutter.

Then, depending on the amount of damage done, you may need a General Contractor (Remodeling - General) or just Roofer then Gutter installer.
