cost per square foot to tape and texture walls and ceilings on a new house ?

Varies a lot - can be as low as around $0.30-0.50/SF in very low cost areas, using a fast-to-apply texture like swirl or trowel-kill or spray-on's. Cheaper in new house if the flooring finishes are not in too - less care needed in masking.

For higher cost areas or more detailed hand-work finishes, more commonly $0.50-1.25/SF range. Of course, cheapest with 7-8' ceilings and if ceiling and walls are getting same texture (especially if simple spray texture like sand or popcorn or simple hand texture like swirl types, highest with very tall ceilings and labor intensive faux or rag or deliberate knockdown or Moroccan or such texturing which can sometimes run $1.50-200/SF. Deliberate design texturing (texturing designs and repeating patterns into the surface like some Far East and Malay type patterns can run as much as $2-4/SF - though rarely done except in mansions and some public buildings.
