Then almost certainly it is starving for fuel.

If it has a priming bulb, or manual choke - try over-priming or over-choking it to see if it starts to fire and run before flooding out - if so, then almost certainly choke is cutting out too soon (or not working at all), or you are not getting fuel flow from the tank except when choking or priming - possibly an air leak in the fuel line or fuel filter/bowl, or a really crudded up filter.
