how do I get my contractor to finish what he started

I hired someone to restore my motorcycle in October of 2016. To this day, he has not finished my motorcycle. After many attempts to get a finish time, I am promised 'soon'. It has been 4 months now.

Does he have good reviews/ratings - and is he insured, and licensed if approrpiate in your state ?

If I were you I would meet with him and set, in WRITING, a firm completion time - and also look at it while there to see just how much work has been done, what the quality looks like, and whether it is actually still there or has maybe disappeared to another state or a chop shop or such, because unless a complete classic restoration this sounds like an AWFULLY long time - and sounds like more like 10 months, not 4 if you turned the bike over in October.
