First thing is to get the downspout repaired - and in the process maybe have them reroute it or change the downspout location in the gutter if possible so it is not over the meter/panel - probably about $100-250 range depending on whether you just get it repaired or rerouted.

If you are not able to reroute the downspout so it is not over the meter, I would at least have a metal rain hood installed over the outdoor electrical boxes - installed cost $200-300 commonly for one box, additional $100-150 typically for materials and labor for each additional one which cannot be protected by a single up to 4 foot wide hood. You could alternatively have a Handyman build a small shed roof above it to deflect any water coming down on it.

And of course, you should have an electrician check out the potentially affected boxes/panels to ensure they are not damaged or containing water which could cause corrosion or a short - probably about another $100-200 for that for inspection and drying out - and be sure to tell him you supect water got into the distribution panel so he will bring means of drying it out - air compressor or low-temp hot air gun.
