Check retail value on kbb.com or edmunds.com or similar site, if priced in reasonable range test drive, check car history on Carfax or similar site for prior ownership damage wreck and totalling history, then if still interested get inspected and get repairs quote by your preferred professional auto shop if you are not car savvy, then negotiate price and come to a deal. And be sure to not pay without simultaneously (safest to do at DMV) signing over title and registration. Safest way is to actually do the change of ownership at DMV before you hand over the check, to be sure it does not come up in system as having a lien or having been stolen or reported as totalled or actually not owned by person selling it to you.
