If occurring ONLY when tub is draining, then a drain pipe leak. If starts soon after shower/bath begins but before draining begins (you have drain plug in) then would be a plumbing issue or possibly a leak from the tub or around the drain fitting in the tub.

Commonly about $250-500 range for a plumber to fix it provided accessible from the floor below - this does NOT include the several hundred $ commonly to repair hole in drywall and repaint after the repair. Generally to lower end if plastic pipe or brass pipe in which the fittings have not badly corroded - higher end with corroded metal pipe, highest end with cast iron - can be above that with poor access or with asbestos pipe (mostly pre-1960).

If this has been going on for a time, then you might have subfloor sheathing and/or floor joist rot, which obviously can drive the cost way up depending on the amount of mold/fungus in there and whether the structure is damaged and need repair or the subfloor sheathing is rotted or separating and needs replacement along with the flooring. Can develop into quite a few thousand $ in cases where the leak has been going on for a long time - but that is the rarer case.
