how much should it cost to replace the cartridge in my one knob shower control . (no water)

If no water on either hot or cold side, I would first check the retaining screw on the handle - it might have loosed up and is letting the handle rotate on the shaft - some have round shafts, better designs have oval or squared off shaft which will not spin even if lockscrew is loose. Sometimes it is a setscrew (slotted or allen head) in the side of the handle, sometimes a center medallion pops off to expose a center-of-handle screw) - the former commonly with blade/lever arm type designs, the latter with knob type handles.

Another thing to check - some types of regulating temperature control faucets get a glitch and freeze up - try adjusting the temperature regulating screw fully one way then the other way - might free up the internal regulating part.
