The box itself is typically $100-200 depending on and size - swapout typically about $200 in labor if can be done by electrician. In many (or maybe most) cases the utility requires that either they do it, or that they come out, disconnect the power, your electrician do the swapout, then the utility comes back out and reinstalls the meter and reconnects the power. In our area, that costs about $500 in charges, not including the box itself.

I would also check with your utility - in some areas they own the meter and meter base up to the master breaker box, so in that case they should maintain/replace it for free.

Unless this is rust from water inside the box and then running out the bottom (in which case water source needs to be cut off too), if this belongs to you I would just lightly hand wire brush it, then get some rusty metal primer like Rustoleum and spray or brush it (masking the rest of box, meter and wall of course), then hit it with Rustoleum or similar gray paint. About $5-7/can - either spray or 1/2 pint liquid, and you will have a LOT left over. Just be sure not to drip down into the meter or box itself, and if spraying make sure there are not openings you are spraying into. In this environment I would go with 1/2 pint cans and throwaway brushes.
