Presumably you mean before the water heater, not IN the water heater - normally looks like one of these -

That would normallly cost about $40-100 for the valve and incidental parts depending on whether your code area allows the cheaper ones or requires the fancier ones, plus minimum service fee for a Plumber site visit - typically $75-150 except up to $250 in some very high-cost highly urban city areas.
