You have to remove the housing that the recoil starter is mounted in, take out the old broken rope, prewind the reel/pulley (is spring loaded) so the rope will coil back up after pulling, and insert and tie off the old rope. Spare cord available for about $5-10 at many hardware and home improvement and box stores - be sure to get one at least as long as your current total rope (including broken off part inside the mower) - can cut overlength spare to correct length. Not tough to do as long as you keep track of parts - first time will likely take 2 people - one to wind and hold the reel, one to insert and tie off the rope.

Note - if just frayed but not totally broken yet, leave rope in it while you remove the housing, then use the rope (pulling it all the way out) to prewind the reel the right amount, then hold the reel tight while cutting out the old rope, cutting new one to same length, and installing the new rope - will be sure to be the right amount of prewind that way.
