how do you report a local contractor for not finishing the project he was paid in full to do?

He was paid in full for the renovation of my home. I paid him in 5 or 6 increments and the last payment he told me that I was not nice to him, and that he would finish my house at his convenience. He left without painting the exterior of my house, he was paid to put new gutters, today 6/1 no gutters, he was also paid to replace my old fence, and put up a new one. He did maybe a fourth of my fence, and left a big hole in my fence that was not there. On 5/16 he told me he would give me my money back on unfinished work, and I have not heard from him 6/1. He said he has been in business for 20+ years. He was always late, would only work when he wanted to, had all kinds of excuses, always had transportation issues, never paid his workers on time, this I know cause he workers would tell me. I paid him the last installment because he told that he didn't know if he could finish my house cause he couldn't make payroll, I know that was no my problem, I just felt bad for his worker.
