how to report service paid for and never received. PAID AND NEVER RECEIVED SERVICES.

I had ordered and paid for services (details below). Appt made > NO Show; called again, after 'waiting' all afternoon, and made 'another' appt (was told I never made appt!); Made another appt and NO Show, NO call...nothing! When I called AGAIN, I was told (paraphrase) 'oh, yes, they are very busy'. I asked that they return my money and have yet to see it. I anticipate Angie's List will help me recoup my money.
