how do you restore faded vinal window sills?

If painted - scrub with TSP and water, or if really faded may have to touch sand and repaint.

If raw vinyl, scrub with TSP to remove normal dirt, or Dutch Cleanser with pumice if really embedded and stained. If smooth vinyl and solid, rather than a thin vinyl wrap over MDF or particle board or such, then you can sand down with about 60-80 grit sandpaper to expose new material and then finish sand with 100-120 grit to smooth - be sure to use sanding block or pad sander to keep sanding flat, and avoid rounding or beveling over the leading edges.

In both cases, wet house surface below before doing (and keep wet), avoid drips, and hose off any drips on siding immediately or you will then have vertical staining on your siding - NOT what you want.
