how to get rid of rats

The city repaved the alley behind my house. This summer, rats began digging holes at the foot of the back yard. The city has come three times to treat the problem with no results. Any suggestions.

Traps, if you are not adverse to that. Poison bait down the holes, but not if you have pets in the yard - they might eat dead or dying rats and die of the poison.

You might complain to the health department, and suggest the paving might have covered up their usual entrance to the sewers - so it might take both a surface and an in-sewer attack to control them.
