how much does new service connection cost at the city main, excavation of 10 to 12 feet in the alley?

Depends a great deal on your water (or sewer ?) utility connection charge - many charge thousands of $ for a new connection assessment (if this is not replacing an existing one), plus commonly $1-2,000 more to actually do the hookup in city streets - which an alley counts as.

Then the cost of getting the sewer pipe there from the house - probably in the $1-2,000 range considering working in a "street, which will require street as well as building department permits, etc. and have limited working space, so that bumps your cost up too.

You need to get multiple quotes on this, and be sure to stipulate it is for the complete job, passing inspections - from connection to existing house system through to AND including actual connection to main, including all required backflow preventers, meter, access pits, etc as may be required, AND including all repairs to structures and street and sidewalk as may exist (lawn and shrubbery repairs too if you want to add that, though cheaper to get that done yourself).
