Part of the ceiling is popcorn and the other half is spackled . I want the entire ceiling textured. How much would this cost for a room about 9 x 10

If you are willing to have the texturing go over the popcorn (so shortens the ceiling a touch), probably about $1.50-1.70/SF to do a first pass on the untextured part to build up to same thickness, then a finish pass over the entire ceiling to give a consistent texture like you want. More like $1.15-1.50 if a simple sprayed texture, closer to $2/SF if you are talking a hand troweled texture.

Then you need a painter (or DIY) for probably about $125-175 - more than usual per SF cost due to small job, unless you have other painting to be done too, then probably about $1/SF prime and paint one coat. Of course, depending on texture, some of the spray textures now contain a latex paint material so do not need painting at all, and some like the sparkly textures of course you cannot paint or you lose the disco ball sparkle look.
