Obviously an attorney would be needed to give a nuanced answer - but basically if he or an authorized company agent/employee did not sign it, then no.

Now - two if's:

1) if he signed it but you did not get a copy, then is legal - and he should give you a copy on demand

2) if he did not sign it, depending on a lot of circumstances and state law, it is possible you still have a comparable oral contract - though obviously that is NOT what you want to be working on the basis of.

3) BTW - if you signed it and he did not, as long as he has not signed it before you cancel (if that is what you want) you can cancel in writing (basically revoke your signature), because until he signs it what you signed is basically an offer to contrat, not a contract.

4) Also - if you are looking to cancel (possible ambulance-chaser roofer situation ?) google to check out homeowner at-home contract revocation rights - varies by states, plus there is a 3-day federal law for contracts entered into at your home. Each will have specific format required for a revocation to be legal, and some are 3 calendar days, some 3 or more business days depending on locale. Some large cities have similar provisions.
