Deck and Porch (or is it Porch and Deck) is the Search the List category - though generally for any but simple deck within 3 feet of the ground, usuallyi needs a Structural Engineer's design to get buyilding permit. Some contractors will get that done for you (at added cost), others want it up-front.

As for Wells Fargo Home Projects card - here is a previous response on that, including a link to their webpage to locate local contractor's accepting the card. Be sure you are getting a good deal if you use that - commonly if you are going to be paying interest, a home equity loan or a loan from a credit union or such is a better deal.

In designing the deck, be sure to pay attention to the materials longevity and how often it will require refinishing - the wrong choice can make for a very short deck life and/or a perennial maintenance nightmare.
