Unless they changed the rules when they started the free membership class, yes - here is a previous response explaining the difference between member (there are now both free and paid classes of memberships) and non-member reviews:

In regards to your question there have been a few changes as of recently in regards to our service. We recently changed our pricing structure. Due to our new structure we are no longer taking non-member reviews. However, you can sign up for free with our Green membership to leave a review.
