Unless you are going with the $2000 high-end long-warranty unit, I would get a couple of other bids from Plumbers or Heating and A/C firms (your Search the List categories for this type of work) to be sure - sounds on the high end to me for a normal installation.

Could be fair if going high-end on the Power Vent 50 AND it is going to cost more than a few hundred dollars for an electrician to run power to it (commonly can be tapped off nearby circuit because demand is less than 5 amps for that product line) - but if going with the more like $1000 range (list price) unit sounds high to me. Installation commonly, barring real difficult access issues or headroom problems (which can commonly be solved by putting in a squat or short water heater unless you are diameter limited too), runs about $500-800 for a water heater - maybe $700-1100 if new elecrtric power needs to be run to it because you now have an electric blower unit on it which a previous gas or oil unit almost certainly did not need.

If the venting to the outside is difficult to run, or the existing (presumably) gravity venting needs modification because the combined load of water heater and furnace is now too low for the duct size, then that would certainly be getting into the normal range.
