Assuming you mean breaker panels, yes - but usually the feed wire to the panel is only rated for that panel capacity, so the combined load of both panels on that wiring cannot be exceeded. Ditto if the second panel - if added primarily to provide more circuit slots - taps off the first or "main" panel. So the answer is basically that if you are trying to increase total power capacity, generally you will at least have to upgrade the wiring from the panel to the service connection (commonly at the meter), and generally any main breaker on that line too.

If you mean replacing one with two - as above - usually cheapest to leave the current panel in (or replace in same location with new one and maybe larger one if needed) so you are not into having to junction and extend all the leads coming the box - they typically have very little slack so can't easily be pulled to another box nearby. Then you put in a second box for the added circuits - sometimes tapping directly off the service feed near the meter with a second main feed, or sometimes (if current panel and lead have enough capacity) by using a pair of breaker slots in the current panel as a main breaker for the new panel, moving that circuit and new ones to the new panel. But that second method does NOT increase the total load capacity - just, like half-width breakers, gives you more breaker slots.

In either case, if the household load is going to exceed the service capacity, then you also need to upgrade the incoming service drop from the utility.
