If plenty of safe fall space, landscaper could probably do tree OK. Otherwise, if it could damage house or other desireable features or trees in felling, have it felled professional by a tree removal expert. Either he or landscaper could cut it up and remove it, if you don't want to do that yourself - tree guy probably cheaper as he has the chipper equipment. Landscaper can dig up the roots along with the landscaping.

If the french drain is to control runoff at a patio or drive or for yard water control, landscaper could do this too. If along the foundation for basement infiltration prevention, go with a professional basement waterproofing and drain specialty contractor.
