my current duct work is non effective is it possible to re- route it instead of completely replacing it.

I live in an end unit townhome in which the ductwork is located in the crawl space. I also have installation in the attic that is not proper installed. I was told by an hvac professional that my duct was not effective because my crawl space was nice and warm. my bedroom on the 2nd floor is never warm enough in the winter and on the 1st floor I use a heater to keep warm.
