You did not say how long a distance you need, and any sort of permanent covering that is left out in the weather (assuming wood or composite material decking) will cause deterioration - staining and mold very likely even with metal and plastic decking, so you want something you can put over the railing to dry, then roll up and store till next use.

Simplest thing - buy used white or light colored pastel bed sheets at used goods store (Salvation Army, Value Village, Goodwill, etc) - wash with bleach to be sure clean, then just lay them out as a pathway folded to double thickness. Other solutions likely available there too but a bit more storage space needed - runner rugs in light color. If still gets too hot just spritz with the hose or splash some water from the pool on it to cool by evaporation - though of course needs more drying time over the railing before it can be put away, because if not totally dry will mildew/mold.

Longer lived solution than sheets - painters canvasd tarps like this - come individually and in sets - this type of set would give one for under and surrounding the pool (assuming it is emptied and taken up after each play day, so fabric underneath does not mildew) plus runner pieces for path to house -
